Academic Council

Academic Council List (new)

The Academic Council is the Principal Academic Authority of the University and is chaired by the Vice-Chancellor. it comprises, typically, of around 101 members. The Academic Council is responsible for laying down, regulating, and maintaining the standards of teaching, research, extension and examinations in the University.

The Academic Council shall be responsible for lying down the academic policies in regard to maintenance and improvement of standards of teaching, research, extension collaboration programmes in academic matters and evaluation of work-load of the teachers.

It shall consist of the following members

  1. the Vice-Chancellor, Chairman;

  2. the Pro-Vice-Chancellor, if any;

  3. the Deans of Faculties;

  4. Chairman of the Board of Studies;

  5. The Director of the Board of College and University Development;

  6. Eight principals of whom two shall be women and one shall be a person belonging to the Scheduled Castes or Scheduled Tribes or Denotified Tribes (Vimukta Jatis)/Nomadic Tribes or Other Backward Classes, by rotation of conducted, autonomous or affiliated colleges to be elected by the principals from amongst themselves;

  7. One professor from amongst the professors in the university departments or institutions, nominated by the Vice-Chancellor;

  8. One teacher representing each faculty to be co-opted by the Academic Council from amongst the teachers having not less than sixteen years teaching experience, other than principals of colleges, Heads of university departments and Heads of recognized institutions;

  9. one head of a recognized institution, nominated by the Vice-Chancellor;

  10. one head or director of an academic services unit of the university, nominated by the Vie-Chancellor;

  11. two eminent experts in the field of higher education, nominated by the Chancellor;

  12. the Director of Higher Education, Maharashtra State or his nominee not below the rank of Joint Director;

  13. the Director of Technical Education, Maharashtra State or his nominee not below the rank of Joint Director;

  14. the Chairman of the Maharashtra State Board of Secondary and Higher Secondary Education or his nominee not below the rank of Divisional Chairman of the Board.

  15. Two representatives of the managements, elected by the electoral college, consisting of the President, Chairman or a nominee of each management from amongst themselves. Where the management conducts more than one college or recognized institutions, only one nominee of the management shall be a member of the electoral college;

The Controller of Examinations shall be a permanent invitee and he shall have right to speak on matters pertaining to examinations.

The Academic Council shall meet not less than twice a year.

Powers and duties of the Academic Council

  1. The Academic Council shall be the principal academic authority of the university and shall be responsible for regulating and maintaining the standards of teaching, research and examinations in the university.

  2. Without prejudice to the generality of the foregoing provisions, the Academic Council shall exercise the following powers and perform the following duties, namely:-

  1. recommend to the Management Council regarding institution of degrees, diplomas, certificates and  other academic distinctions;

  2. recommend to the Management Council to make, amend or repeal Ordinances on issues related to academic matters;

  3. make, amend or repeal Regulations on matters specified in section 55 of the Act;

  4. allocate subjects to the faculties and assign faculty to each principal who  is member of the Academic Council.

  5. make proposals for the establishment of conducted colleges, schools, departments, institutions of higher learning, research and specialized studies, academic services units, libraries, laboratories and museums in the university;

  6. consider and make recommendations regarding new proposals for creation of professorships, associate professorships, readerships lectureships and non vocational academic staff required by the university;

  7. recommend to the State Government or otherwise of the qualifications as prescribed by the University Grants Commission for different categories of teachers and non-vocational academic staff, and for a particular post in these categories, whether in the university or in the any affiliated college or a recognized institution, and prescribe additional qualifications, if any;

  8. make proposal to the Management Council for the institution of fellowships, traveling fellowships, scholarships, studentships, medals and prizes and make regulations for their award;

  9. prescribe qualifications and norms for appointment of papers setter, examiners, moderators and others, concerned with the conduct of examinations;

  10. appoint committees to review periodically the utility and practicability of the existing courses of study and the desirability or necessity of reviewing or modifying them in the light of new knowledge or changing societal requirements;

  11. make proposal for the conduct of interfaculty and area or regional studies, common facilities, such as instrumentation centres, workshops, hobby centres, museums, etc.;

  12. prescribe norms for recognition of any member of the staff of an affiliated college or recognized institution as a teacher of the university;

  13. prescribe norms for granting affiliation, continuation of affiliation, extension of affiliation to colleges, and recognition, continuation of recognition, extension of recognition to institutions of higher learning and research or specialized studies;

  14. grant affiliation to colleges or institutions in accordance with the provisions of the Statutes, Ordinances and Regulations;

  15. accord recognition to institutions of higher learning, research or specialized studies on the recommendation of the committees appointed by the Council;

  16. recommend to the Management Council conferment of autonomous status on university institutions, departments, affiliated or conducted colleges and recognized institutions in accordance with the provisions of Statutes;

  17. make proposals to the Management Council to prescribe fees and other charges;

  18. generally, advice the university on all academic matters and submit to the Management Council the details of the academic calendar and feasibility reports on academic programmes recommended by the Senate at its last annual meeting.

  19. exercise such other powers and perform such other duties as may be conferred or imposed on it by or under this Act, the Statutes, Ordinance, and Regulations.
